A safe zone is the area of a video frame guaranteed not to be covered by platform interface elements. Text placed outside it is obscured by captions, handles or call-to-action buttons. Each placement has different safe zones, which is why resizing a video is not the same as re-framing it.
In practice
Safe zones differ per placement and change without notice when platforms redesign their interfaces. The practical defence is to keep every element of the argument - product, claim, caption - inside the centre of the frame, and to treat the outer band as decoration that may be covered at any time.
