Localisation is the adaptation of an advertising asset to a new market - language, on-screen text, cultural framing and sometimes casting. Produced traditionally it means a new shoot per market; produced from a photograph it is a re-cut, which is why multi-market coverage is where this production model is most economically obvious.
In practice
Localising an existing film costs a fraction of producing a new one, which inverts the usual logic of market entry. Where a shoot makes each additional market expensive, a re-cut makes each additional market nearly free - which is why multi-market brands are where this production model is most obviously correct.
